November 23-25, 2016 - ENES 2016 V International Energy Efficiency and Energy Development Forum took place in Gostiny Dvor in Moscow – the main event in the sphere of energy efficiency and energy development. About 14 thousand participants and more than 100 partner companies, including world leaders in the energy industry, attended the event.
The panel discussion "New stage of RES development in Russia" was attended by the following industry experts: A. Teksler, First Deputy Minister of Energy of the Russian Federation, A. Jouini, Director of INES, A. Kaplun, Deputy CEO for Strategy and Investments of PJSC "RAO Energy Systems of the East", I. Shahray, CEO of "Hevel", A. Levak, Director of the European Division of "Meyer Burger AG", M. Molchanov, CEO of "Solar Systems", O. Shukshin, CEO of "Avelar Solar". The panelists discussed examples of RES introduction in the world and in Russia and marked the barriers faced.
The first step of development of renewable energy in Russia has been taken: RES projects have been selected, renewable energy has been integrated into the Unified Energy System of the country, full production cycle has been created in solar energy sector, localization level has reached 70%. What will the new stage of RES development be like in Russia? What place will renewable energy sources take in the power balance of Russia after 2024? How will the Russian energy strategy develop until 2035? These issues have become key in the work of the section.
The new stage of RES development assumes prompt implementation of construction projects and power supply to the Unified Energy System of Russia. By 2019, Solar Systems will have commissioned 10 solar parks with total installed capacity of 240 MW. Events of the first half of 2016 show that global development of renewable energy is accelerating, despite the low prices for hydrocarbons. In the first half of 2016, China installed 20 GW of solar power capacity – three times more than in the same period of 2015. According to GTM Research, the global solar industry is expected to install 73 GW of new solar capacity in 2016. In Russia, RES development is inevitable. Within the framework of development of Russian energy strategy, it is necessary:
- In electricity production: to increase the share of renewable energy sources (except for large HPP) – solar energy, wind energy, small hydropower and bio-energy up to minimum 15% by 2025 and minimum 25% by 2035.
- To set a target indicator of reduction of consumption of diesel fuel, which is used for electricity production in the Russian Federation.
- To set a target indicator of commissioning of energy accumulators (except for pumped-storage hydropower plants) with capacity of at least 1 GW by 2025.
At the current level, RES can make a significant contribution to solving the following urgent problems: ensuring sustainable power supply in the Far North and equivalent areas; ensuring guaranteed minimum power supply and power generation in areas with unstable centralized power supply; reduction of harmful emissions from power plants.
Solar Systems has started to construct solar power plants in Astrakhan and Samara Regions and plans not only to construct new projects, but also to contribute to RES development and improvement of the investment climate and the environment in the regions. Effects of the above-mentioned projects:
- Carbon emission reduction with virtually no waste or other negative impacts on the environment will be more than 10 000 tons.
- About 160 000 PV modules (250 W) will collect solar radiation at the optimal angle and generate more than 54 000 million kWh annually.
- Cumulative investment in two regions will be more than 6 billion rubles. After solar power plants start operating at full capacity, the regional budgets will receive more than 200 million rubles of tax payments.
- Samara SPP 25 MW and Zavodskaya SPP 15 MW will provide electricity to 50 000 people of the regions.
Solar Systems, LLC was established in March 2014 for the purpose of construction and operation of solar power plants on the territory of Russia. The company is currently implementing projects in Samara and Astrakhan Regions. Solar power plants in Volgograd Region, Stavropol Krai and the Republic of Kalmykia are planned to be constructed in the next two years. Due to commissioning of 10 solar parks, total installed capacity of power systems of these regions will increase by 240 MW. Cumulative investments will surpass 32 billion rubles.
